The only meaning of open arms I could find is this:

It represents Welcomeness or Love.

Effectiveness in life. Accomplishing or arranging things in your life. Embracing or accepting.
The ability to hold onto, retain, or keep.

When I score when I play soccer, I sometimes keep my arms down like that.. It's just something you to do celebrate/dance.
