I mean, what if the real DC didn't even exist to begin with ,sound crazy but...
What we see is "informational" meaning it's not official and valid DC
So maybe the real one(valid) don't exist
I know it sound a little crazy but what do you think ?
If Departement of Health something , know something of course they can release a DC to the Public , but that doesn't mean that Michael really died.

You can ask for a death certificate !
For a certified one , you have to pay 12$ and tell certains informations
but for the "informational" one (our DC) you don't have to pay anything and I highly doubt that they verify if this is truthful !
I don't know if it help but it seem quite easy to obtain thoses.
